Descendants and Friends of Otho and Ellen Phillips

The Otho and Ellen Phillips Endowment Scholarship was established by descendants and friends of Otho and Ellen Phillips to assist first generation college students from Comanche, Brown, and contiguous counties within the north Texas area in pursuing a college degree at Tarleton State University. The contiguous counties to be considered for this award are: Erath, Bosque, Eastland, Hamilton, Mills, Coleman, San Saba, McCullouch, and Callahan.
